On behalf of the Fairfax Education Coalition, I encourage you to give substantial weight to the recommendations of your Ad Hoc Community Committee on Student Rights & Responsibilities when voting on tomorrow night's amendments.

As designed by the board, the committee comprehensively engaged representatives for all stakeholders. It genuinely reflected community perspectives on the difficult discipline issues with which you entrusted it. We were impressed by this community engagement process, and appreciate your work and the work of the committee members.

Ad Hoc SR&R Community Committee Recommendations on Students with
Disabilities

The following 6 SR&R committee recommendations are missing from the proposed Guidance for
Parents of Students with Disabilities. This language (in italics) should be inserted because
these provisions do the following:
• Reflect the best practices of other school divisions (i.e., Philadelphia School District;
Boston Public Schools; New Orleans Recovery School District)
• Make better use of existing FCPS resources
• Prevent wasting the funds FCPS has invested in the expertise of IEP teams
• Were approved by a majority of the committee
• Will help achieve the Board's objective of reducing the disproportional suspension of
students with disabilities
